EL PASO COUNTY APPRAISAL REVIEW BOARD

 

The El Paso Central Appraisal Review Board (ARB) is comprised of 13 members which may meet in panels of 3. The Appraisal District Board of Directors appoints the ARB members be selecting citizens from the community.

The ARB is the judicial part of the property tax system. It is a separate body from the appraisal office and serves a different function. It hears and resolves protests over appraisal matters.

Note: The ARB only has authority over protests submitted to it. It has no role in the day-to-day operations of the Appraisal District or in appraising property.

Only in resolving taxpayer protests can the ARB make changes or set a value on its own, and such a change only affects the property in question.

In order to serve on the El Paso County Appraisal Review Board, you are required to have been a resident of the County for two years.

You may not serve as an ARB member if you:

·         Are a current or former member of the Board of Directors of EPCAD

·         Are a current or former officer or employee of the EPCAD

·         Are a current employee or officer of the State Comptroller

·         Ever appeared before the ARB for compensation

·         Are related within second degree by consanguinity or affinity to an individual who appraises property for tax purposes or who represents anyone for compensation before the ARB

·         Hold any other paid public office

·         Are a current board member, employee, or officer of a taxing unit served by the appraisal district (You must wait until the 4th anniversary of the date you ceased to serve in such capacity.)

·         An individual may not serve on the ARB if the individual has a substantial interest in or is a party to a contract with CAD or a taxing unit. Substantial interest is defined in this case as: Combined interest of individual and individual's spouse equals 10% of the voting stock or shares of the business entity; or either is a partner, limited partner, or officer of the business entity
